MPSJ's bylaw on dog licensing already requires this. Please refer to Section 13 (2)

I carry 2 plastic bags each time my dog goes for a walk, and use them as required. Easy.
My blood boils when i see other dogs poop in the street, my first thought is always "Why should irresponsible dog owners cause trouble for me?".
My second thought is it could be poop from stray dogs, so until the stray dog problem is solved it would be unfair to even think about more stringent rules, dont tar every dog owner with the same brush.
Set up a hot line, ask every responsible dog owner (and non dog owner) to inform on those who fail to pick up. A dog means responsibility, so be responsible or get a fine.
Neuter stray dogs, tag them before release. In time the problem goes away.
In fact, make it LAW to neuter ALL dogs unless the owner is a REGISTERED breeder.
A neuter certificate could easily be added to the license requirements.
A dog should be a pet, perhaps a guard dog, but should not be a source of income unless the owner is a registered breeder.
My final thought on poop. What about cat poop? Cats should be included as they make just as much mess.

Rajiv, A way around the lack of enforcement as applied by many countries (and also our we-love-2-follow-BUT-we-cant copy-u neighbour down south), is to privatise it.
You should put this option on the mPSJ/Selangor State table for a serious consideration.
Then approach it professionally and call for tender process. I am more than keen to participate in the Open Tender if there is the principle of Transparency in the selection process. Ditto goes to Traffic enforcement etc.
I have been fighting for this since August last year, at my first public health committee meeting at MPSJ. However, legal dept insist in Malaysia this cannot be done.
