The 2 areas that are critical for Zone 1 right now is the LRT Construction & Public Cleanliness. There are also many other areas that we will need to look at, which I will write on from time to time, but to get things started, here are some thoughts on the LRT Construction as well as the Cleanliness issues.
LRT Construction
1. Mitigating LRT Construction Inconveniences

to check on progress, upcoming work, and feedback.

Areas to be concerned: Traffic management, Working
Hours, Tree cutting

& Enhancing LRT Operations
2.1.
To dialog with Prasarana & MPSJ to prepare
solutions for
2.1.1. Station
layout – Pickup/dropoff, lay-by areas, shelter for these areas, bicycle
parking, TIA for individual stations
2.1.2. Illegal
Parking
2.1.3. Separators
between station and residential
2.1.4. Station
4 Park & Ride readiness, whether its being prepared independently of the proposed Subang Jaya City Center Project.
2.1.5. Discussion
on Feeder Bus Services
2.1.6. Location
of bus storage and driver rest/change areas
2.1.7. Connecting
walkways / pedestrian paths that need to be built by Prasarana
Public Cleanliness
1. Public Cleanliness
1.1.
Overall Monitoring System
1.1.1. Need
to implement a quantitative system, where there is KPI for the number of
inspections a week (on a contractor, and area), together with evidence of such
inspection, and a computerized demerit system for public/councilor
verification.
1.1.2. All
schedules must be made available to the public online. Then need to communicate
this to residents, and seek their assistance to be our eyes.
1.2.
Garden Waste Collection
1.2.1. Need to bring clarity on what is considered
garden waste, and what is not, and how residents should pack them for the
collectors
1.3.
Bulk Waste Collection
1.3.1. Collection
should be made free of charge, as current paid system is hardly getting any
takers
1.3.2. Review
roll on roll off (ro-ro) bins place in residential areas
1.4.
Illegal Dumping (dumping of rubbish outside the
scope of contracts)
1.4.1. To
place banners, especially at hotspots to educate the public on how to dispose
of bulk waste
1.4.2. To
bring clarify to what items and areas are not covered under the existing
contracts
1.4.3. Contractors
to inform MPSJ of illegal dumping, i.e. waste they will not be collecting
1.4.4. To
get MPSJ to produce flyers, short videos for public education purposes.
Distribution to follow.
1.5.
Public Cleaning – Drains, road sweeping & grass
cutting
1.5.1. To
get the system of yellow bag collection revised, target to initially get
removed by 7pm (from current 24hours), and in the future to get it removed on
the spot. Removal by 7pm will be a good first step to enforce quick removal of
the bags, where with a 24 hour system, it is difficult to identify how long a
bag has been there.
1.5.2. All
schedules must be made available to the public online. Then need to communicate
this to residents, and seek their assistance to be our eyes.
1.5.3. To
check and ensure that from time to time the new additional work of removing illegal advertisements by MPSJ's contractors are done.
1.6.
Padang cleaning
1.6.1. To
check from time to time that padangs are cleaned every workday as per the new contract scope of work

Dear Councillor Rajiv, Yes, do keep up the good work in Zone 1 and how about putting you initiating a MPSJ & resident volunteer team together, to get rid Zone 1 (location by location )of all those illegal min-poster/banner/signages advertising tuition centres, loansharkings, volcano massage center (prostitution services in disguise), lorry services and many others.
