03-8024 7700 - MPSJ Call Center

The Subang Jaya Municipal Council will be operating its new call centre from now onwards via 03-8024 7700. The centre serves to receive and manage complaints, and handle enquiries on MPSJ's services. It will serve as a facility to check service application status at a later stage. The call centre will replace the MPSJ's existing hotline.

Below are the committees that I have been in, and am in right now:

2009-2010 Term

Among the subcommittees that I've initiated in MPSJ:
  • Anti Dengue (2010) - we meet weekly, for a about 2-3 months, until we brought down the cases by more than half. Groundbreaking cooperation among departments was established for the first time in fighting dengue
  • Entrepreneur Development 2009, under the licensing committee. A lot needs to be done in this area, but I left this committee when I moved to Infrastructure in Jan 2010. 
  • Traffic & Public Transport (Subang Jaya) under Infrastructure (2010)
  • Shuttle Bus Proposal (2010-2011)
  • Online application for Banner & Bunting License (2010) 
  • Taipan USJ10 1 hour car park Proposal (2009-2010)

The following are the committees in MPSJ, starting July 2010: (we had different committees prior to the restructuring)

  1. One Stop Center, OSC - approves development plan. This is a special committee, which has been granted the authority to make decisions on planning permissions without full board approval. 
  2. Finance
  3. Audit & Corporate Governance (this is the only committee not chaired by the YDP, but by a concillor)
  4. Licensing, Business Regulation & Public Health
  5. Infrastructure
  6. Human Resource & ICT 
  7. Pengindahan Bandar (landscaping, garbage collection & public cleansing)
  8. Kemasyarakatan
  9. Safe City (newly formed, to implement NKRA safe city projects in MPSJ)
  10. Tender 
Under each of this committee, there are sometimes subcommittees, some are formed adhoc for a certain issue, and some are a little long term. Examples of subcommittees:
  1. Subang Jaya traffic and public transportation (under the Infrastructure committee)
  2. Billboards (under the Finance committee)
  3. SS15 multistorey car park and hall (Finance)
  4. Anti Denggi (Public health)
  5. and many more
Most of the main committees meet once a month, and the subcommittees, some meet more than once a month, some once in a few months, but mostly once a month when they are active. 

All councillors are in 3 main committees, and along with the full board meeting, that's 4 half day meetings a month, at least. Then depending on the person and the month, and how many subcommittees he's in, number of meetings could go up, and my record is more than 10 a month.

These are just official council meetings, mostly revolving around council policy. It does not include the meetings we have from time to time to resolve problems in our area. That's a different ball game altogether, and its schedules and site visits are at the initiative and leadership of the councillor. 

Law & Policy Making at MPSJ, Part 1

MPSJ, as a local government is different from a government department (e.g. JKR, Imigration Department, etc) in one key factor - it has a legislative arm that can make laws, policy & guidelines.

The 3 layers of government in Malaysia
1) Federal Government - Parliament, and its 222 members can make laws (known as Act), subject to the constraints of the constitution.
2) State Government - The 56 member Dewan Negeri Selangor can make laws (Enakmen), subject to the constraints of  the Selangor State Constitution & Federal Laws (since the Federal Constitution says in any conflict, federal laws override state law)
3) Local Government, such as MPSJ - as a 25 member Legislative body (1 mayor and 24 councillors) can make laws (known as bylaws or undang-undang kecil), subject to the contraints of the Local Government Act, State and Federal Laws.

MPSJ policy is normally made by consensus, but when necessary, a vote can be taken. A simple majority (13 out of 25) is needed to pass the policy.

Typically, MPSJ's full council (full board) meets once a month, normal at the end of the month, to go thru administrative reports, look into problems and discuss policy changes, if any.

Since the full board, or full council has a lot of areas to oversea and look into, under the provision of the local government act, MPSJ can form committees to look into matters in greater detail. However, committees can't make binding decisions outright, all decisions has to be approved by the full board.

For those who have attended the full board, what you see is the 100+ decisions made by various committees being endorsed. Not all decisions by committee gets endorsed by the full council, occasionally, some decisions get reserved. (more stories on this in some other posting)
