MPSJ, as a local government is different from a government department (e.g. JKR, Imigration Department, etc) in one key factor - it has a legislative arm that can make laws, policy & guidelines.

The 3 layers of government in Malaysia
1) Federal Government - Parliament, and its 222 members can make laws (known as Act), subject to the constraints of the constitution.
2) State Government - The 56 member Dewan Negeri Selangor can make laws (Enakmen), subject to the constraints of  the Selangor State Constitution & Federal Laws (since the Federal Constitution says in any conflict, federal laws override state law)
3) Local Government, such as MPSJ - as a 25 member Legislative body (1 mayor and 24 councillors) can make laws (known as bylaws or undang-undang kecil), subject to the contraints of the Local Government Act, State and Federal Laws.

MPSJ policy is normally made by consensus, but when necessary, a vote can be taken. A simple majority (13 out of 25) is needed to pass the policy.

Typically, MPSJ's full council (full board) meets once a month, normal at the end of the month, to go thru administrative reports, look into problems and discuss policy changes, if any.

Since the full board, or full council has a lot of areas to oversea and look into, under the provision of the local government act, MPSJ can form committees to look into matters in greater detail. However, committees can't make binding decisions outright, all decisions has to be approved by the full board.

For those who have attended the full board, what you see is the 100+ decisions made by various committees being endorsed. Not all decisions by committee gets endorsed by the full council, occasionally, some decisions get reserved. (more stories on this in some other posting)
