Well, here is the suggestions:
Amend the necessary laws to enable local councils to take over the common areas (corridors, lifts, car parks, surau, playground, etc) in low cost flats. These will then be managed by the local council, or a specially set up housing board. The actual units owned by individuals should remain in their respective ownership.

The maintenance of these common facilities will then be the responsibility of the government. Strata title properties are more suited for commercial development and high end residential, not low cost flats.

Whatever funds from the Federal Government going into the 1Malaysia Maintenance Fund should then be channelled to the various local councils, based on the formula of how many units of low cost housing they are managing.

This will also enable the local councils to enforce bylaws in the common areas, such as cleanliness & hygiene.However, provision should be made for any existing management corporation to retain control and management of their common property under the strata title act.
